The UK and US have concluded a landmark commercial pact that will maintain no import taxes on British medicine shipments entering the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has committed to increase expenditure on medicines through the NHS. This commitment ensures that import taxes on these vital exports will remain at nothing for a timeframe of the next three years.

This deal comes after recent statements to dramatically increase duties on patented pharmaceutical imports, with potential rates floated up to 100%.

"This deal with the United Kingdom reinforces the worldwide climate for cutting-edge drugs and establishes long-overdue fairness to U.S.–U.K. medicine commerce," a release declared.

Trade Importance

Medicines represent one of the Britain's biggest exports to the United States, which is by far the largest market for large UK drugmakers.

Trade data indicate that in the one-year period leading up to last September, the UK exported pharmaceutical products totaling billions to the US. This amount made up 17.4% of all goods exports in that period.

"This deal safeguards jobs, boosts funding and facilitates the UK to establish itself as a worldwide center for medical research," a minister commented.

Specific UK Commitments

The pact involves several key changes from the British government:

  • Revised Affordability Limit: The UK will increase the price threshold at which it deems new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a goal to raise overall NHS spending on treatments from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Rebate Cap: The amount drug companies must pay back to the NHS to prevent overspending will be capped at 15%. Last year, repayments exceeded 20%.

Recent Tensions

This agreement comes amid a protracted tension between the sector and the British authorities over drug pricing and approval rates.

The disagreement were heightened by assertions that American patients were charged a premium for the identical medicines than patients in the UK and Europe.

Recently, several large drug company projects in the UK have been halted or abandoned, while major investments have been announced toward US facilities.

A senior figure stated that the NHS needed to increase expenditure on treatments, noting that its budget allocation on drugs had declined as a share of its total funding over the last ten years.
